Testing assessments in Attica

The European Commission’s project description identifies Attica as the pilot’s starting region. Selection was intended to consider functional needs alongside medical criteria, introducing a different approach to assessment. The programme formed part of Greece’s deinstitutionalisation strategy, with the pilot intended to provide experience for wider implementation.

What control over assistance involves

The European Network on Independent Living describes personal assistance as support directed by the disabled person, with funding based on individual needs. People should be able to choose, train and manage assistants, with help where needed. These principles provide a way to assess how much control a programme gives its users.

I-Living points to wider barriers

In an ENIL report published on 25 September 2025, Antonia Trikalioti of I-Living Greece criticised the continuing emphasis on institutions and group homes. She described a gap between deinstitutionalisation plans and changes in practice. Her intervention placed the assistance initiative within a broader debate about genuine choices over where and how disabled people live. [4]
