Unused hours could be carried forward
One amendment would allow unused assistance hours to be used later in the same calendar year, with the accumulated balance capped at twice the monthly allocation. Campaigners supported the flexibility for periods of illness or difficulty finding an assistant. The Senate text retained a 31 December deadline. [1][2]
Pay and experience are part of the debate
Another amendment would permit the government to adjust hourly rates in response to wage changes, without requiring automatic annual increases. The Senate also proposed recognising documented direct-support experience acquired outside a shared household. The campaign presented these provisions as practical improvements for organising assistance. [1][2]
Users and organisations press their case
The earlier civil-society package listed supporters including Fundacja Avalon, Fundacja Aktywizacja and PSONI, alongside assistance users and activists. Their proposals covered funding, continuity and choosing an assistant. The October appeal concerned parliamentary amendments still being considered, rather than services already available under the new legislation. [3][1][4]
