Consultation must influence decisions
The UNPRPD situation analysis described frustration among disability organisations whose proposals were not reflected in final decisions. It identified a weak council mandate, limited resources and inaccessible consultation. It also highlighted exclusion affecting rural residents, people with intellectual or psychosocial disabilities and other underrepresented groups. [2]
Government and advocates share the board
The project board included disability organisations alongside officials and UNDP, UNICEF and UNFPA. Activities were intended to improve disability statistics, support inclusive education and bring disability perspectives into climate adaptation. UNICEF’s Cristina Brugiolo emphasised stronger capacity in the council’s group dealing with children with disabilities. [1]
The UN reports training and stronger participation
The UN’s 2025 results report described more than 270 participants in training and consultations, including officials and civil-society representatives. It also reported more structured council work and greater involvement by disability organisations. “Inclusion shows whether institutions are ready to listen and change,” Isakov said in the report. [3]
