A minister addresses the stigma
Presenting the bill on 28 November 2022, Home Affairs and Law Minister K Shanmugam said gay people “deserve dignity, respect, acceptance”. He argued that a law could stigmatise people even when it was not actively enforced. Non-consensual acts and offences against children remained criminal offences. [2]
Community groups set out the next priorities
In a joint statement on 21 August 2022, Pink Dot SG, Oogachaga, Sayoni and other organisations welcomed the announced repeal and credited generations of activists and allies. They identified continuing discrimination in homes, schools, workplaces, housing and healthcare, and urged dialogue and support within the community.
Marriage policy remains separate
The government presented the repeal alongside a constitutional proposal protecting the existing heterosexual definition of marriage and related policies from constitutional challenge. Community organisations opposed further measures treating LGBTQ people as unequal citizens. The criminal-law reform did not introduce marriage equality. [4][3]
