Learning from different assistance systems
The programme placed personal-assistance laws and schemes alongside wider questions about leaving institutions and living in the community. A dedicated session brought perspectives from Slovenia, Croatia, Albania, Turkey and Montenegro into the discussion. Participants examined obstacles encountered while establishing support and experiences that could inform advocacy elsewhere. [2][1]
A connection with employment
Ahmet Baljić, director of the Federation’s Fund for Professional Rehabilitation and Employment of Persons with Disabilities, attended. The Fund highlighted its co-financing of assistance at work through employment and self-employment programmes. That support addresses barriers to carrying out work tasks and retaining a job; it is one part of the wider assistance debate. [1]
Regional organisations compare experiences
Serbia’s Centre for Independent Living subsequently reported exchanges about effective practices and problems across the countries represented. The conference agenda also included personal budgets, independent-living centres and discussion of a regional action plan. The gathering created space for organisations to compare demands and approaches to reform. [3][2]
