Rights on both sides of support
The policy addresses the rights of caregivers and people receiving care. Its objectives include stronger public capacity to meet needs for care, assistance and support, alongside recognition of community practices. It also aims to change cultural expectations that place responsibility primarily on women. [2]
Rural and ethnic communities included
DNP authors Anne Paola Mendoza González and Ana Constanza Huertas explained that the design recognises care practices within ethnic, rural and farming communities. Their account records public participation and technical work across ministries. Vice-President Francia Elena Márquez Mina had formally requested development of the policy in 2023. [3]
A programme to be followed over time
The public SisCONPES record supplies the approval date, action plan and monitoring documents. The 133 actions are commitments with a long-term horizon, rather than 133 completed services. For disabled people, progress will depend on whether the resulting assistance supports autonomy and whether services become accessible in their communities. [1][3]
