Support to express wishes and preferences
Advisers were intended to help people express their own wishes, understand their rights and participate in decisions affecting their lives. The announcement also included Cypriot Sign Language interpreting and alternative communication. Representative disability organisations were to provide further services, including personal assistance, employment support and training. [1]
Government proposal distinguished services from allowances
A ministry explanation of the 2025 bill, hosted by KYSOA, described free services through licensed providers separately from cash benefits and equipment support. It envisaged assistance according to individual needs, including supported decision-making. The document presented organisations of disabled people and families as potential professional service providers. [2]
Assistance reform moved into its first phase
On 2 July 2026, the cabinet approved the first phase of the new law’s implementation. Its announced measures included a 10% rise in the personal-assistance and home-care allowance from August, retroactive to January, and the right to choose an assistant or carer. These changes followed the earlier service-network announcement. [3]
