Communication access is part of electoral participation

The planned support included sign-language call systems and Braille printers. UNDP linked these measures to participation both as voters and as electoral staff. Acting resident representative Christopher Laker emphasised involving excluded groups in decisions, alongside providing tools that make election information and procedures accessible.

A programme sets participation targets

The work sat within the PEPOL electoral-support project, implemented by UNDP and the UN mission in Libya. The country programme for 2023–2025 included an indicator for people with disabilities gaining capacities to participate in national and local elections. It set a target of 50 by 2025, which was a programme goal. [2]

A later statement reports use of sign language

In a statement for the 2024 International Day of Persons with Disabilities, UNDP Administrator Achim Steiner cited sign-language systems in Libya as helping people with hearing disabilities take part in elections. His message linked accessible voting with wider representation in public decisions.
