Trusted people support the decision
A council brings together people who know and are trusted by the person seeking support. They can help explain information, explore alternatives or interpret communication. The person’s wishes remain the starting point. Uloba adapted the approach from Vela Canada’s Microboards model, while testing how it worked in Norwegian circumstances.
Elin Rise asks authorities to act
Project leader Elin Rise said: “We need the authorities to do their part now.” At the launch, she linked participants’ increased self-determination to the need for legal recognition. Uloba had submitted proposed provisions to the Justice Ministry, seeking a framework that would allow supported decision-making to operate in practice. [3]

Its authors stressed that their model should be one of several options and should never be imposed. The project’s findings supported further development; they did not establish a nationwide legal entitlement. [3]
