Assistance is organised around an individual plan

The order requires independent-living centres, or CAVI, to develop an assistance plan with the person receiving support. It covers daily activities, communication, work, education, community participation and decision support. The plan records the agreed activities and hours and can be changed when the person’s needs change. [1]

Cooperation agreements followed in 2024

The rules took effect from 1 January 2024. The national disability-rights institute later reported that cooperation agreements between CAVI and the social-security institute began to be concluded on 1 March 2024. By 1 January 2025, all 35 centres covered by that account had signed. [1][2]

A provider explains the service in practice

ADM Estrela’s centre in Guarda describes assistance with travel, communication, employment, study, cultural activities and participation in civic life. Its service information identifies self-determination and individual planning as guiding principles. People seeking assistance can approach a centre, which must assess the applicable requirements and organise support under the framework. [1]
