The statement acknowledged exclusion
UNICEF’s account identified stigma, poverty, unemployment and limited access to services as continuing barriers. National activities took place in Rubavu District, while planned television discussions were intended to give children and young people with disabilities a public platform. The statement framed participation as a right and a public-policy task.
A policy framework was already in place
The Ministry of Local Government’s 2021 National Policy on Disability and Inclusion supplied a framework for this work. A copy is catalogued by the Rwanda Civil Society Platform. [1]
Civil society checks implementation
A December 2022 evaluation commissioned by the National Union of Disability Organisations of Rwanda examined progress on the UN disability committee’s recommendations. It drew on interviews, discussions with disability organisations and document review. Among its recommendations were wider dissemination of disability rights and training for justice actors in inclusive communication.
