A plan built around the person's life
The agreement covered people with recognised dependency at any assessed level, from age three. A written support plan was to set out assistance linked to the person's goals, including education, work, leisure and community participation. The person receiving support was assigned a central role in designing, carrying out and reviewing that plan. [1]
CERMI highlights years of limited provision
CERMI said personal assistance accounted for barely 0.5% of benefits awarded through the system, 17 years after the 2006 law establishing it. The organisation linked that limited reach partly to the absence of common rules. Its national and regional networks had pressed authorities to reach an agreement.
Users join the implementation debate
On 5 March 2025, Imserso brought regional officials and organisations together to discuss implementation. The programme included personal-assistance user Myriam Arnaiz, assistant Rafael Moreno and CERMI president Luis Cayo Pérez. Imserso director Mayte Sancho acknowledged the service's limited development; the meeting examined training, accreditation and practical differences between regions.
