Lezama points to unequal opportunities
Disability policy director Federico Lezama said: “The data show unacceptable inequalities for Uruguay.” The ministry connected those inequalities with education, employment and income. Announced measures included 300 education and autonomy facilitators, an accessible-housing plan, assistive technology and supported employment. These were commitments presented with the plan, rather than completed services. [1]
Independent living among ten policy areas
The published framework set out ten areas, including independent living, accessibility, justice and education. It applied a human-rights approach and considered inequalities affecting women and other groups. The design called for objectives, indicators and monitoring so that commitments could be followed through by public institutions. [2]
Residents could submit proposals online
The citizen-participation platform invited comments and proposals until 30 May 2026. Contributions included supported housing for people with Down syndrome and sign-language access in education. Together with departmental meetings, the platform provided a route for residents and organisations to influence the plan. Submitted proposals remained contributions to the process, not adopted government measures. [3]
