A different contractual arrangement
Under collective provision, the person receiving assistance or their representative contracts with an authorised cooperative. The programme’s 2024 design document distinguishes this arrangement from directly employing an individual assistant. It describes a subsidy for 80 hours of monthly support for people meeting the programme’s severe-dependency criteria. [3]
Workers retain a choice
The official explanation says assistants are not obliged to join a cooperative: individual provision remains available. The stated aims include clearer contracts, support in resolving disagreements, training and more stable working arrangements. Cooperative members can vote on internal matters and take organisational roles. [2]
Experiences and evaluation at the meeting
Care director Florencia Krall presented the model as a way to strengthen the care system. Assistants then discussed their experiences, and the research centre CIEDUR presented a study on users’ experiences. [1][3]
