Access to plans supports participation
Resident Coordinator Beatrice Mutali linked disability inclusion to people’s ability to advocate for their rights and influence policy. The accessible materials were intended to explain rights, responsibilities and opportunities to contribute. The UN also presented them as a way for policymakers to better understand barriers affecting disabled people. [1]
A joint programme running to 2027
Vice-President Mutale Nalumango launched the 2023–2027 framework on 4 November 2022. It was signed for Zambia and the UN by Nalumango and Mutali respectively. Its preparation included consultation with disabled people, civil society, trade unions and other groups, while implementation involved twenty-three UN agencies. [2]
An accountability document for public programmes
UNDP describes the framework as both a guide for UN agencies and an accountability document with the government. Its priorities include people with disabilities and others facing exclusion. Accessible versions allow more readers to examine the framework’s commitments and hold public institutions to them. [3][1]
