Associations helped shape the rules
UNAFAM worked with Autisme France, HyperSupers TDAH France and Unapei alongside public bodies responsible for social policy and disability assessment. Vice-president Roselyne Touroude said proposals had been tested in three departmental disability offices before being incorporated into the decree. The organisation described the change as the result of sustained joint advocacy.
Human assistance becomes easier to access
The disability compensation benefit, known as PCH, helps meet costs connected with disability. Its human-assistance component can support payment of an employed assistant, a home-support service or compensation for a family caregiver. UNAFAM said previous assessment criteria had excluded many people with psychosocial disabilities; the reform changed those criteria and recognised additional support needs.
Training followed the legal change
On 19 January 2023, around 120 professionals and association volunteers attended a PCH information day in Rennes. Touroude led the session, which covered the new rules and the specific needs of people with psychosocial disabilities. The event connected the expanded entitlement with the social workers and organisations helping people prepare applications. [3]
