Advance notification remains part of the procedure
The federal family ministry explained that the declaration must be notified to the registry office three months beforehand. That notification provision had already taken effect on 1 August 2024. The law concerns civil-status records and names; it expressly does not regulate medical treatment. [1][2]
Advocates welcome the change and scrutinise practice
Kalle Hümpfner of Bundesverband Trans* welcomed the removal of the assessment process in the association’s statement on commencement. Hümpfner also reported differing interpretations by registry offices, especially over first names, and called for consistent, respectful application of the law.
The association identifies remaining restrictions
Bundesverband Trans* said the final law had fallen short of some of its demands. Its statement highlighted rules affecting parents, minors and people without German citizenship. The legislation retains specific conditions concerning residence status, consent for minors and parental records. [2]
