Support addresses the extra costs of disability

The allowance was linked to the ministry’s Personal Disability Card and its registration system. The launch connected income support with access to education, work and services. Caretaker minister Hector Hajjar described a move towards structured support, while partners sought continuation and expansion beyond the pilot. [1]

Organisations call for influence over policy

In July, eight disability organisations and the ILO presented their collaboration at a Beirut event. Their involvement had extended through the allowance’s early design. Amer Makarem, manager of the Youth Association of the Blind, said: “We are not demanding the impossible.” Participants called for consultation and active involvement in social-protection policies. A recipient describes greater mobility

In an October account, UNICEF reported that Mohamad, a young man from Tripoli, could use the allowance for transport, telephone credit and other needs. He was looking for employment and described repeated exclusion. The payment gave him more opportunities to leave home, connecting the programme with practical independence.
