The plan looks at overlapping forms of exclusion

In the strategy’s foreword, parliamentary secretary Rebecca Buttigieg linked sexual orientation, gender identity, gender expression and sex characteristics with other aspects of people’s lives. She called for cooperation between public bodies, civil society and the private sector. The plan described measures to be carried out over five years. [2]

Schools are a specific area of action

The programme included training for educators and school-based psychosocial professionals. In its 2025 assessment of Malta, the LGBTQI youth network IGLYO recorded sensitivity training in three state schools in 2023. It also described the role of NGOs providing additional training when schools sought collaboration. [2]

Teachers asked for follow-up

IGLYO cited an evaluation of earlier training in which participating educators sought further sessions and earlier inclusion of LGBTIQ topics in the curriculum.
