Respondents feared losing everyday support

DPA reported that 80 per cent of respondents rated their concern at seven or more out of ten. Participants described fears about independence, social contact, equipment repairs and respite for family carers. The responses came from DPA members, disabled people and families who chose to take part, giving the organisation a direct account of how the changes were being received. [1]

The minister defended the changes

Disability Issues Minister Penny Simmonds said on 20 March that funding had not been reduced and that restrictions on its uses had been restored. She said equipment would be prioritised for those in greatest need. Simmonds also acknowledged that consultation had not been wide enough, while assuring disabled people that essential services would continue. [2]

Purchasing rules removed in April 2026

On 1 April 2026, Disability Support Services announced that purchasing rules, including the March 2024 restrictions, had been removed for Carer Support, Individualised Funding, Enhanced Individualised Funding and hosted Enabling Good Lives budgets. It said existing budget allocations remained unchanged. The announcement broadened flexibility over how these funds could be used.
