Fifteen services, differing legal protection
The package covered 15 services, with a legal entitlement to 12, according to BIZEPS. The provincial monitoring committee welcomed the dedicated framework and the involvement of disability organisations. Its May 2024 report also explained that some support already existed under social assistance legislation; the reform did not create every service from scratch. [2]
Personal assistance remains a central demand
Green parliamentary group leader Regina Petrik welcomed the improvement but said: “The law still has weaknesses.” She called for legal entitlements to personal assistance and school assistance. The province’s explanation of section 24 describes financial support for personal assistance through private-law grants, requiring applications and assessment. [1][3]
Implementation extends beyond the vote
The monitoring committee recorded 1 October 2024 as the law’s commencement date. It highlighted support for living in one’s own home and the removal of employment-related restrictions on some rehabilitation benefits. These changes widened the framework, while the debate about enforceable assistance rights remained unresolved. [2]
