Making images and sounds understandable
Audio description conveys visual information in gaps between dialogue. Closed or open captions provide dialogue and relevant sounds in text. The guidelines also considered equipment and applications that could make these features available during cinema screenings. [1]
The industry discusses implementation
At a November 2024 International Film Festival of India session in Goa, Qube Cinema co-founder Senthil Kumar said: “Accessibility is not a feature it is a social imperative”. He discussed the care required in audio description: too much narration could distract audiences, while too little could leave important action unexplained. [3]
Requirements introduced in stages
For films certified in more than one language, an accessibility submission module went live on 15 September 2024. In February 2026, the Kolkata office of the Central Board of Film Certification reminded applicants that the requirements for other feature films would take effect on 15 March 2026. Those notices establish certification requirements; they do not show that every cinema had already delivered accessible screenings. [2][4]
