A coordinated plan was missing

Co-president Maya Graf said federal and cantonal authorities lacked a comprehensive plan to remove barriers. Inclusion Handicap sought clear responsibilities, deadlines and ways to measure progress. Its equality lead, Caroline Hess-Klein, pledged to bring the findings into political debate and, where needed, pursue legal action to secure rights.

Assistance rules restricted housing choices

The detailed report by Hess-Klein and Eliane Scheibler identified fragmented funding, complicated applications and insufficient independent advice. It also described eligibility rules that excluded some people with psychosocial or intellectual disabilities from assistance support. These obstacles, the authors argued, limited the practical ability to choose where and with whom to live. [2]

UN recommendations followed in March

The UN committee adopted its conclusions on 23 March 2022, following hearings earlier that month. It called for a funded, time-bound transition from institutions to community living, developed with disabled people's organisations. The committee also recommended stronger personal-assistance services and access to affordable, accessible housing based on individual choice.
