Control over everyday support

The guide describes personal assistance as support directed by the person using it. Funding should reflect individual needs and be controlled by that person, who can choose providers or employ assistants. Users should decide who assists them, when, where and how, including for education, work and social life. [2]

Planning with disabled people

Its recommendations call for information about support needs to come directly from disabled people wherever possible. The budgeting chapter also asks authorities to work with their representative organisations and families. These are proposals for service design in the guide, with personal assistance treated as a means of exercising choice. [2]

Civil society checks implementation

At a separate round table on 22 June 2023, UNDP representative Matilda Dimovska supported NGOs preparing alternative reports on convention implementation. Such reports, she said, could highlight issues omitted from government accounts and bring forward solutions proposed by people whose rights were being overlooked.
