Skills, access and employers

The discussions covered accessible services, skills programmes and partnerships with employers. Cambodia’s labour secretary of state, Kuoch Somean, urged participants to use the meeting to improve support for disabled people seeking work. The ILO’s account also described practitioners and civil-society organisations taking part in the exchange. [1]

Earlier research feeds the debate

The meeting followed an ILO webinar in March 2024 examining public employment services in China, the Philippines and Viet Nam. Researchers Alexander Hauschild and Kevin Hempel presented findings, with disability specialist Stefan Tromel joining the discussion. Its agenda covered governance, partnerships and engagement with employers. [2]

Cooperation across countries

The Siem Reap meeting formed part of an ILO project with China’s human resources ministry and Cambodia’s National Employment Agency. Running from 2023 to 2026, the wider programme offered policy advice, training and exchanges between South-East Asian countries and China to improve employment services and support entrepreneurship.
